Not sure.. I could but it would take me a while and i wouldn't be to confident of my answer.

(7+2x)(3 +2x)11=21> 4x^2+20x11=0> now solve this using the quad. equation. x=5.5 and x=.5 The value can only be positive therefore the width can only be x=.5 So the width around the garden is 1/2 m or .5m. Whichever method your prefer.
