What exactly is power? Well, it has multiple meanings, but for this particular statement power is the the capacity or ability to direct or influence the behavior of others or the course of events. If he is a good man with earnest intentions, he will put his power to good use. However, if he is corrupt, then he will misuse his power out of spite, greed etc.. Sometimes, a man just doesn't know how to use his power, and so although his intentions are moral, the consequences of his actions might not be desirable; a king new to power might rule with an iron fist, causing many to dislike his austere regime.
