    Well, hmm. Depending on what the scientists are trying to do, any of these things could make stronger plants. If they want stronger cellular support, they would change around the order. If they want stronger immunity, they should add specialized chromosomes from a healthier specimen...Sorry, your question doesn't have enough information.
