By definition, scientific notation is any number of the form \(a \times 10^b\) such that \(1 \le |a| < 10\)

So \(a\) needs to be a number between 1 and 10.

    \(b\) must be an integer

i agree that b has to be an integer since its defines a placeholder of a base10 system.
