I went to Google, and typed in Scholarly Research papers. A number of papers surfaced. One that was most helpful was an APA Style: An Example of a Full Research Paper. I closed the cite, so I can't give you the cite #.
In Research Paper Style(RPS) you should not use "I" because it makes one sound uneducated. You should always avoid using 1st and second person.
with a report, you can use 1st person because it is most likely a primary source
