    It's true, but it's also false. Some of the harsh climates in the areas of Siberia and Northern Russia make mining and/or woodcutting rather impossible. However, terrain and distance don't block us from going everywhere, does it? This question would drastically change if there was a timeline. Is this supposed to be about today, the 1800s, 1900s, etc?
