Formidable obstacles of climate, terrain, and distance hinder exploitation of natural resources in Russia. True or False

    It's true, but it's also false. Some of the harsh climates in the areas of Siberia and Northern Russia make mining and/or woodcutting rather impossible. However, terrain and distance don't block us from going everywhere, does it? This question would drastically change if there was a timeline. Is this supposed to be about today, the 1800s, 1900s, etc?
