    competition tends to lower prices, not raise them, so b is out. a common market isn't going to prevent competition, it's going to encourage it, so c is out. d just plain doesn't make sense. a is the only reasonable answer.

    Also, the answer to the first question is most like Spain and Denmark. The other countries were members of the European Coal and Steel Community, which was the predecessor of the current European Union.
