    If you mean by internet your own internet connection, then the answer is yes, if you mean by the internet the traffic on a particular site, then the answer is yes, if you mean by the internet everything going on in the Globe then the answer is yes no maybe... because the last is random and requires a lot of data information, but one might be able to estimate the measurement based on several input, i think the CIA can measure the internet better than anyone...

    You can measure the traffic through packets, or data bandwidth.
