As @dan815 says, if you find the magnitude, the following steps are easy, becasue, \[\vec{v}=(2,3,-1)\]and \[|\vec{v}|=\sqrt{14}\] But, vectors share the same direction, so, the modulus are proportional, \[b|\vec{v}|=6\Rightarrow b=6/\sqrt{14}=4.81\]
