Can someone help me? What does this quote mean? "The Constitution, in a very significant sense, is not a mechanism for making decisions but preventing them." - Michael Gilson De Lomos

It forces every decision to be scrutinized and gives the people power to remove those who make decisions that don't benefit the people, therefor it helps prevent bad decisions. If that quote were made today I'd say it was a joke about congress not being able to agree on anything.
