Well then lets assume that h is actually x just to make things match up. Now it says flat rate of $515. What this means is that no matter what, Houston is earning $515. For each sale, he gets $17.50. Because $515 is constant no matter what, we don't want $515x. We'd be multiplying and changign something thats not supposed to change! Now it also said that x represents the number of sales. So per sale is $17.50 and if you sell x items, you geta total amount of $17.50x. So in total, this would give you what? : )

Because 515 is the flat rate, that number should not be multiplied by anything so you can eliminate a and c right away.
