a "normal" parabola (that has a "smile" shape) has the equation y= a x^2 + b x +c this one has x = a y^2 + b y + c with a= 4, b=-3 and c=0 because it is x = y^2 you know it is not a "smile" or "frown" it opens sideways: either to the right or left. in this case it opens to the right ( you can figure this out by picking a big y value say +100 and also -100. both of these y values give you a big x. if you plot the points you see they are on the right side of the y-axis
