I would think the number 59 would create the highest bar but that is not an option. So if 59 isn't the highest, I would assume for some reason then it would be what is literally the longest, 20 - 29

The "classes" (meaning the limits of what range of the data values are included in each "group")
the frequency of the data values that fall into that group.
In other words, the "longest bar" will occur for the range of data values that contain the MOST data - the class with the MOST data values in it. It has nothing to do with the actual MAGNITUDE of the data values.
