If by "improve" you mean increase oxygen percentages, then technically, this would be true, as plants do release oxygen and take in carbon dioxide. But the amount of oxygen released would be so tiny that the increase in oxygen would be inconsequential and would hardly affect "air quality" at all. In conclusion, technically true, but in a real-world situation, the "improvement" would be so tiny it wouldn't truly have any effect.
