Yes it is perfectly true. Moving an object cannot be true. because it is likely that a moving body needs not have a force to go. when an object is acted upon no resultant forces, it will keep going forever. Slowing down and speeding up both cause a change in speed( acceleration) which therefore produce a force. But there are not a real definition of force. I hope you get answer!
