what form of government preceded democracy

    The question is not clear. I will take it to mean what was the ruling system before democracy was introduced in a certain place. Depending on the place the answer varies: absolute or constitutional monarchy (Britain), dictatorship (Chile), theocracy (Afganistan), colonial system ((USA, Zambia), another democracy (France: 3rd, 4th, 5th republic). Does Apartheid count as democracy? Otherwise it is also one of the before-democracy rulings. Btw democracy used to mean in Athens,Greece that the rich free males get to vote. Not very universal.
