Often times when politicians aren't familiar with an issue or a topic they will turn to an interest group to help come to a conclusion. They offer a sometimes more educated opinion on topic and wide variety of solutions to consider. http://wiki.answers.com/Q/What_are_positive_roles_of_interest_groups_in_American_politics#slide=1
