    No more than, so it means less than or equal to, 4 times the sum of of twice a number and three means 4 * 2x and 4 * 3

    Let the unknown number be x sum of twice a number and three = 2x + 3 4 times that = 4(2x+3) ten is no more than means 10 <= put them all together: 10 <= 4(2x + 3)
