Really depends on what design and hosting tools you plan on using. If you just do basic hosting of HTML pages, you need to write everything that will be hosted. There are lots of programs to help with this. However, many web sites use content management systems that do the basic site format as a set of templates. This makes a more uniform design through the site, but the trade off is that you have to work within what that CMS allows you to do. Finally, some people build 100% custom scripted sites, like OS, that have a sort of CMS but it is built just for that site.
