Start your laptop by tapping F8 on the keyboard. On the menu select to "Repair Your Computer" option. Type your password then select the "Dell DataSafe Restore and Emergency Backup" option then follow the steps. If not, you need the system restore disc which should come with the laptop. Start your laptop with the disc and follow the instructions. If you don't have it you can ordered from online such as eBay or make a fresh install with compatible Windows OS installation disk.
