    Sound needs to travel via the oscillation of matter. Does that help?

    vacuum has no oscillation of matter. all the others do.

    yes vacuum is the answer since solid,liquid, and gas all have matter that vibrates. In a vacuum, no matter is vibrating so sound cannot travel.
