Reference Lecture 20: more than a question for the board here but a comment. As for an empirical look at Lottery spending, the easiest way to look at them is to follow the dollars. Where are most of the tickets bought/sold. Convenience or Liquor Stores? The substitution is 6 pack mass produced beer, 6 pack craft beer and an 18 pack if you win the lottery. The first substitution down is easy to justify with the large marginal utility gains of winning.
