It is not design... it is also not a well made question. See... there is not one answer and two or three of those are products! As well as several other names for a camera rain cover. http://www.bhphotovideo.com/c/buy/Rain-Capes-Covers-Slickers/ci/3313/N/4075788778 Note that link says Rain-Capes-Covers-Slickers, and when you look at the product names they have rain cover, rain sleeve, storm jacket, rain coat, shutter hat, and even rain poncho. None of those happen to be the exact answer but several overlap in parts!
