I liked Paki's answer, excepting the reference that somehow seemed to imply that a Soviet president should have paid attention to the U.S. 1st Amendment. Ethnic cleansing is a sure and clear Civil Rights Violation. Lack of Free Exercise of Conscience is a sure and clear Civil Rights Violation.

Why would a communist president speak anything against the U.S. constitution? I can see why a communist president would speak against the the rights set forth in the 1st Ammendment to the U.S. constitution? It is a very subtle point.
