Considering Q1 is about the SPENDING habits of the people, you should refrain from asking people in certain locations such as a mall or a restaurant because that wouldn't be random. by the same reasoning, you shouldn't do your friends because they are of the same or near ages and will have similar results. The only answer TRULY random is B, since it has no info on the people you are surveying so there will be no bias from the participants.

    Q3 is just fraction ratios.\[\frac{ 4 }{ 10 }=\frac{ 32 }{ x }\] Cross multiply to get\[4x=320\]Divide to get \[x=80\] So the answer for Q3 is 80

I'd go with C for Q2 as well since it is the only question void of a "Do you think" which implies opinions which implies bias.
