    I don't think A and C make any sense so I can rule those out but then I just get stuck on B and D

    you know hawk...? "A policymaker or advisor who is predominantly concerned with interest rates as they relate to fiscal policy. A hawk generally favors relatively high interest rates in order to keep inflation in check.     A war hawk, or simply hawk, is a term used in politics for someone favoring war in a debate over whether to go to war, or whether to continue or escalate an existing war. War hawks are the opposite of doves. This is what I found on them...
