Just compare the values of forces applied in each direction. Up-Down , Left-Right Which answer has unbalanced (different) values in any of the directions? for example, in case B, since Left: 450N and Right : 450N the left-right , or horizontal direction is balanced... and the same for the vertical, up-down, direction, since: Up: 450N and Down: 450N try with the other possible answers...

in case C: Up: 550N, Down: 550N, so it is balanced. Left: 200N, Right: 200N, also balanced... look for one that have different values for Left and Right...
