    No paragraph breaks are needed. A paragraph break should come after Fred answered. Paragraph breaks should come after Tina asked and "What are you up to?" and Tina whispered. Paragraph breaks should come after Tina asked and "What are you up to?"

    Well here's the thing. Sometimes even after the "Tina answered" or whatever, they keep talking.

    So it should be like this: "Hi, Fred. What are you doing in the library?" Tina asked. "I'm doing a research paper on presidential debates," Fred answered. "What are you up to?" "I was just looking for a book to read, and I found all these great audio tapes," Tina whispered. "Check them out! There are hundreds of them." But actually, now that I look at it again. C would be a better choice.
