Well, he was very devoted to keeping the union whole, for one. (Whether it was constitutional or not, mind you.) But he was also very concerned with Union spirit. The Union Army was suffering from severe loss of morale as the war pressed on. None of the options sound spot on, but I'll tell you for sure it's either C or D. They had plenty of cut-throat, cruel generals already.
