    Total numbers you can form = total numbers there are between 99 and 400 = 400 - 99 - 1 = 300

    Its in French "Le nombre a 3 chiffres est plus petit que 400 et la repetition des chiffres est permis" The 3 digit number is smaller then 400 and repetition of the numbers is permitted
