(-8,3)after translation (x,y)-----(x,y-5) or we get (x,y) from (x,y-5) by adding 5 to y-5 so (-8,-3) was (-8,-3+5) or (-8,2) after reflection about x=-5 -8 is 3 units left of x=-5 so reflection is 3 units right of x=-5 it changes to (-8+3+3,2) or (-2,2)
