Yes, this is a question of knowing PEDMAS/ BEDMAS, what ever the kids call it these days.
US education system uses PEMDAS but often forget that when there is [ () ] the bracket is taken first into consideration and then do the problem in (I)

\[-4.5[2x+0.9]\] we can't combine 2x and 0.9 because x is a variable and we have a constant (a number) so we can go ahead and distribute the -4.5 throughout the whole equation
so what is -4.5(2x) same as -4.5 times 2x and -4.5 x 0.9
you just have to compute -4.5 x 0.9 and -4.5(2x)
and then by doing those computations... this is the answer -9x-4.05
