Its option A because fluorine and chlorine are very electronegative and hence the difference of electronegativity is the most here.

It also has to do with like I.E. how you draw the molecule out, and whether the dipoles cancel.. or not.. also inductive effects lose their strength as distance increases, any inductive effects are minimal b/c F and BR are at opposite ends of the molecule. would eliminate b/c A has both induction and partial negative charges. have to draw that out to see.
