When 0 comes at the leftmost side, it is not count as a digit, but when it comes after a number greater than 0, it is counted as a digit, therefore you have 4 digits.

The number of significant digits is 2 { 7, 0 } . Any 0 follows the point is not significant you can even get rid of it for ex 8.10000 all the zeros are useless you can add even more 8.100000000 However if it were 8.10009 all the zeros are necessary
