The parking lot might look like this: c c c c Four rows of parking, each row having c spots. there are also 15 spots of employee parking, so however many spots there are in each row, plus 15 spots of employee parking. Does this help? If it doesn't, imagine that each row has, say, 3 spots. that means that the parking lot would have 4 rows of 3 spots each 3 3 3 3 + 15 employee spots. If you don't want to draw it out, you could say that there are 4 rows × 3 spots + 15 employee spots. Or, since we don't really know what c equals, there are 4 rows each with c spots, plus 15 employee spots. Can you find the answer now?

4 rows with c spots each = 4 multiplied by c, which can be written as 4c. "Also 15 parking spots" is another way of saying +15 parking spots. The answer you want should contain 4 multiplied by c and add 15 to that.
