    It basically was between the the states with bigger land masses but not as many people against states that had a big population but were small in land mass. The reason they were against each other was because they were deciding on the constitution and how the government should be broken up which led the house of representatives and the senate because they were have just one branch of congress and they didn't know how to break it up.
