How was the rise of caudillos in the Latin American countryside a result of independence movements? Caudillos controlled areas where weak revolutionary governments had little power. Caudillos returned to rule their native regions after national revolutions failed. Peasants who supported the caudillos voted heavily for them in elections. Revolutionary leaders appointed local landowners to rule in the provinces.
