The word i want to use is confounded
Since confound means to make a foundation together, I would use the word in a setting where an organization is confounded by the head of company and the co head of company.

The word confounded was used by my tutor when he accidentally confounded me with his misunderstanding, after which I told him "You confounded me how dare you!"
