I think it is because the parallel line answer choice doesn't make sense. Other than I slightly think its line segment as well. but not sure

Which of the following is the final step in bisecting an angle? Mark the intersection point of the two arcs, and draw a ray from the vertex through this intersection point. Mark the intersection points of the rays and arc. Place the compass on one of those intersection points, and draw an arc inside the angle. Swing an arc that intersects both rays of the angle. I think it is the first one because the others are the past steps but im not 100% sure.
