Probably that it's owner is a realist with a soft side. Flowers are generally viewed feminine, and an anatomical heart vs a <3 heart says that they are unafraid to view the world how it really appears. A heart is associated with love, and feelings, and displaying this heart could be symbolic of how this person is unafraid to show their true nature and feelings. To use the cliched phrase, "wearing your heart on your sleeve." as an expression that fits this example. An anatomical heart/flower combo is an artistic flair- you wouldn't see this tattoo on someone who was made to live the life of a barmaid or a biker chick. It's more of the tattoo of someone that loves aesthetics- someone who probably at one point loved nature.

Physically the heart is responsible for keeping the blood flowing around the body, Symbolically it represents much more than a biological action. In the same way that the head represents wisdom, knowledge & learning, the heart is symbolic of love, empathy & charity. The heart represents the very centre of being, both physically and emotionally and spiritually. Flower's represent feminism.
