    just count how many spots the decimal moves until it is next to the 2. So in this case it moves to the left 4 spaces so it would be 2.507 x 10^4.

    That's true, but usually when you're doing scientific notation, you want to get the decimal behind the first digit that isn't 0 (in this case that number is 2). So technically both are correct, BUT c is more correct. If that makes any sense...?
