\(IF\) (and it's a big if) you add exactly enough \(H^{+1}\) and \(OH^{-1}\) into a reaction, they will all be used up. A neutralization reaction doesn't have to be a \(COMPLETE\) neutralization reaction, though You should read all the options and see if there is a better fit
