    A strong acid and base are defined as dissociating completely in water. A weak acid and base are defined as not fully dissociating in water. Good to know acid and base properties are solvent dependent ( although you probably wont be tested on this fact).

    Also if you look at a strong Acid: HNO3 -> H+ + -NO3 -NO3 is a weak base Also note the stronger the acid the weaker the conjugate base and Also note the stronger the base the weaker the conjugate acid

    You would call -NO3 a conjugate base of HNO3
