conductivity tells you whether or not an aqueous substance contains ions, right?

Conductivity = wether there's ions or not. if an acid is strong it will dissociate completely to form H+ ions thus increasing conductivity. same for a base of it's strong it will produce more ions, probably will be more conductive. I think it's D

My opinion is D Because solution's ability to conduct electricity is dependent on the concentration of ions it contains. A strong acid has more ions than a weak one, and so it's solution will be a better electrical conductor than a weak acid. The same goes for strong/weak bases.
