    A full amount is 100%. Less than the full amount is less than 100%. More than the full amount is more than 100%. 720 is more than 576, so 720 has to be more than 100% of 576. You need to do 720/576 * 100 If you do 576/720 * 100 you get less than 100% and you are answering the question "what percent of 720 is 576?", which is not the question this problem asks.
