Depends on ones prespective, I do believe certain individuals come about by chance essentially fore saw by the Divine. I do not believe we are doomed to Hell or Heaven from the beginning, but eventually we are will obtain freewill as long as we do well, see Genesis 4:6,7. Those ensnared will be taught and guided to some basic truths allowing them to travel toward freewill.

I believe there should be a reading material about this matter. It would be presumptuous to claim that religion promotes concept of predestination, unless used in clear context. And those context should be what you have to figure out based on reading materials.

One can start by reading up on Calvinism, an ardent Protestant who assumed predestination. No doubt there are others, you can read these fellows interlpretations of scriptures or better yet read the scriptures yourself and come to your own conclusions. Of course this is frowned in all religions as those in power wish to stay that way, spewing their own interpretation on others. This may of had its reason with a ignorant populace, some still choose to be, but availablity of direct religious material and appropiate dictionaries allow many to grow in understanding and comprehendsion out side the mainstream.
