    The Continental Congress was convened during the Revolution and drafted the Articles of Confederation, which governed the nation using a very weak federal Congress until the Constitution was ratified in 1781. That Congress, realizing the Articles were too weak, formed a committee to amend the Articles. That committee ignored it's original mandate and wrote an entirely new Constitution. That Constitution was ratified by votes in each of the original 13 states, which gave it the mandate of the people, and hence the authority to be the governing document of the USA... @WOW_SCHOOL_SUCKS9396
