    State governments should not have direct representation in the Senate The Federal government to be created will be too strong by abolishing state governments The State government in the new Constitution will be too weak and not a member of a Federalist system The new Constitution will provide a fair balance in a Federalist system between Federalist and State governments

    yeah because it says it leaves in their possession certain exclusive and very important portions of sovereign power. Exclusive means its not included meaning they dont have power.
