    It's basically asking if you were to cut the figure horizontally, parallel to the base which is the portion touching the ground, what shape would a slice of that figure be?

    The black rectangle is chopping up the figure horizontally, so if you were to take tiny horizontal slices down to the base,you would indeed get a rectangle :)
