WILL GIVE A MEDAL!!!!!!!!!!!!!! How did the budget crisis in 1995 affect the American people’s feelings toward President Clinton? Americans blamed Clinton for the government shutdown because he had not cooperated with Republicans. Americans felt that Clinton was weak for not standing up to the Republicans and for allowing the government shutdown. Americans were pleased that Clinton’s actions had avoided a shutdown, but his approval ratings declined. Americans blamed Republicans for the shutdown and Clinton’s approval ratings improved.
